Relevance of the project
The project "The Genius Of The Place" is being launched in model libraries in different regions of Russia, the purpose of which is the formation of a modern infrastructure for the development of the creative economy of the regions, the creation of new intellectual products based on local identity, the preservation of cultural heritage and unique features of the territories of Russia. The organizer of the project is the Ministry of Culture of the Russian Federation, the methodological center of the project is the Russian State Library.

«ЗThe launch of the "Genius Of The Place" project will have a positive socio-economic effect for the territories themselves. Talent concentration points will appear not only in large cities with a large selection of sites for creativity and self-realization. They will also be created in small settlements, single-industry towns, villages that are practically not included in the creative industries at the moment. Having studied the unique heritage of the region with the help of the library's resources and having mastered modern communication tools, the geniuses of the place will create a new intellectual product based on the local identity of the territory. This will increase the media capital of the regions, allow them to integrate into global information processes and form their own brand.»,— Olga Yarilova, Deputy Minister of Culture of the Russian Federation, said.
National cultural traditions are increasingly yielding to the trends of globalization, so now the issue of their preservation is particularly acute. Is it possible in such conditions to preserve the historical and cultural identity of the peoples of the world and, in particular, the Volga region living in the Ulyanovsk region? The issue of applying this cultural heritage in contemporary art (photography, painting, graphics, various areas of design) is also relevant in order to preserve the life of these visual traditions and enrich them with a modern vision.
The Decoding Ornament project is aimed at solving these issues: the participants of the art workshop will be able to explore the ornaments characteristic of the peoples of the Ulyanovsk region and creatively reveal this topic by developing and implementing their art projects in various fields of art. The objects created within the workshop will help attract the attention of a wider audience to the ornaments.
