The Ulyanovsk-UNESCO Literary City program has been implemented on the territory of the Ulyanovsk City municipality since 2015, and is coordinated by the Head of Ulyanovsk, administration and control functions are assigned to the Department of Culture and Leisure Organization of the Ulyanovsk City Administration, the project office works in the structure of the municipal budget cultural institution "Centralized Library System".

The main aim of the program is the implementation and support of literary events in the city and involvement of international partners to the existing projects of the participating cities of the Network and development of the Ulyanovsk literary sphere as a whole. In addition, the tasks of the office include communication with the curators of the UNESCO program, preparation of reporting and research materials, as well as representation of the city at special events organized for Network participants.
